A privately operated minimum-custody prison in Phoenix focused on reentry and DUI programs, including a Second Chance Center, under contract with ADCRR.

Overview

Phoenix West Correctional and Rehabilitation Facility, on West Cocopah Street in southwest Phoenix, is a minimum-custody prison for men. It is operated by the GEO Group, a private company, under contract with ADCRR, and has held Arizona state inmates under that contract since 1996. The facility has about 500 beds and focuses on reentry and DUI programming. Like other ADCRR facilities, it follows ADCRR’s statewide visiting, mail, and communication rules, and visiting is arranged at the facility level.

What Makes Phoenix West Different

  • It is operated by the GEO Group under contract with the state, rather than directly by ADCRR, while still following ADCRR’s statewide rules.
  • It is a minimum-custody men’s prison focused on reentry and DUI programs.
  • It includes a Second Chance Center of about 200 beds for the last 8 to 9 weeks of a sentence, with job readiness, substance-abuse treatment, vocational training such as CDL and HVAC, and family reintegration.
  • It is in southwest Phoenix, in Maricopa County, within the metropolitan area.

Mail

Personal mail does not go to the prison. Since December 2025, Arizona routes incoming personal mail to an off-site Securus digital-mail center in Dallas, Texas, where it is scanned and delivered to the person’s tablet; address it to [person’s name and ADCRR number], P.O. Box 211309, Dallas, TX 75211. Legal mail, publications, and parcels still go directly to the facility. Because this is a privately operated unit, confirm the current mail process with the facility. Full rules are in Mail & Packages.
