Overview

The Edna Mahan Correctional Facility for Women, in Hunterdon County, is New Jersey’s only women’s prison and the point where women enter the state system. It has operated since 1913 (originally as Clinton Farms) and is named for a longtime superintendent.

In 2020, the U.S. Department of Justice found reasonable cause to believe that conditions at the facility violated the Eighth Amendment because of sexual abuse of women by staff. In 2021, the state announced it would close Edna Mahan and build a new women’s prison. Since then, women have been moved in phases: the main grounds now hold only medium- and maximum-custody women, while minimum- and medium-custody women are held at an off-site satellite unit — the former William H. Fauver youth facility in Annandale, about four miles away. A new women’s prison is under construction in Burlington County and is not yet open. Because of this, confirming where a specific woman is held is an important first step.
