How phone calls work

Wisconsin’s communications vendor is ICSolutions (ICS), which took over from the prior provider in July 2023. The incarcerated person places all calls — there are no incoming calls. To receive calls, set up a prepaid account with ICSolutions on the phone number the person will dial; the cost of each call is drawn from that balance. The incarcerated person can also place calls from a debit account they fund themselves. Accounts are set up and funded at icsolutions.com, at gettingout.com, or by phone at (888) 506-8407.

The published phone rate is about $0.06 per minute for in-state calls. Calling rates are in flux following 2026 federal (FCC) changes, so confirm the current per-minute rate with ICSolutions before funding an account.

Wisconsin provides two free phone calls every Sunday, separate from any paid balance.

Tablets, messaging, and photos

The WI DOC issues ICS tablets, rolled out beginning in 2024, that handle electronic messages, photos, and other services. Since September 2025, the person can also place phone calls from the tablet. Messaging runs on the ICS/GettingOut platform: families create an account at gettingout.com to exchange messages and photos. Wisconsin provides three free messages each week; additional messages and photos are priced by the vendor and change, so confirm the current per-item price in the app before sending.

Video visits

Wisconsin offers ICS “Enhanced Video Visitation,” scheduled through ICSolutions. Sessions run about $2.50 for roughly 25 minutes or $5 for roughly 50 minutes. Video visits are arranged through the ICSolutions scheduler rather than through the facility’s in-person visiting process. Because session lengths and prices are set by the vendor and change, confirm the current options and rates with ICSolutions.

Funding an account, and the separate trust account

Phone, messaging, and video are all funded through ICSolutions (icsolutions.com / gettingout.com). This is separate from the commissary trust account, which Wisconsin runs through a different vendor, Access Corrections. Money added to ICSolutions pays for calls, messages, and video; money added to Access Corrections goes to the person’s trust account for commissary and other in-facility spending.
