Wisconsin's highest-security men's prison — an administrative-maximum/supermax facility in Boscobel with restrictive housing and a step-down program.

Overview

The Wisconsin Secure Program Facility, on Morrison Drive in Boscobel, is the state’s administrative-maximum (supermax) prison for men. It sits in Grant County, in southwestern Wisconsin. The facility holds people in maximum-security and restrictive housing, including those who require the highest level of security in the Wisconsin system. It operates a phased step-down behavior program through which a person can progress to less restrictive conditions over time.

What Makes the Wisconsin Secure Program Facility Different

  • It is the state’s administrative-maximum prison. The facility is designed for the highest custody level in the Wisconsin system, and much of its housing is restrictive.
  • It uses a phased step-down program. People housed here can move through defined behavior phases toward less restrictive conditions, rather than a single fixed regime.
  • Visiting arrangements reflect the security level. Because the facility houses people in restrictive housing, visits are limited and are often conducted by audio-visual equipment rather than in person; the type of visit available depends on the person’s housing assignment.

Mail

Incoming personal mail does not go to the prison. Wisconsin sends personal mail to an off-site vendor, TextBehind, which opens and photocopies it and forwards copies to the institution; people with tablets may also receive electronic photos. Address personal mail with the person’s full name, DOC number, and the full (unabbreviated) facility name to: TextBehind, P.O. Box 189, Phoenix, MD 21131. Legal and privileged mail is exempt and goes directly to the institution at its own legal-mail address. Books and other publications must come from an approved vendor, shipped directly from the retailer, not from individuals. Full rules are in Mail & Packages.
