Overview
Sturtevant Transitional Facility (STF) is a minimum-security state prison for men in Sturtevant, Racine County, in southeastern Wisconsin. It is operated by the Wisconsin Department of Corrections (WI DOC) through the Division of Adult Institutions. Its mission centers on work-release and study-release programming for men nearing the end of their incarceration.
Wisconsin has no death penalty. The state abolished capital punishment in 1853 — the first U.S. state to do so — and has no death row and no execution chamber.
What Makes Sturtevant Different
Sturtevant Transitional Facility is organized around community transition rather than long-term confinement. People housed there may participate in work release (employment in the surrounding community) or study release (education or training outside the facility) while continuing to be in WI DOC custody. Because participants may be away from the facility during scheduled work or program hours, the timing of calls, mail handling, and visits can differ from a general-population prison. Confirm current arrangements with the facility.
Visiting
The statewide WI DOC rules above — the approved visitor list, the dress code, ID, and item limits — apply at Sturtevant Transitional Facility. The facility’s own arrangements:

Incoming personal mail does not go to the prison. Wisconsin sends personal mail to an off-site vendor, TextBehind, which opens and photocopies it and forwards copies to the institution; people with tablets may also receive electronic photos. Address personal mail with the person’s full name, DOC number, and the full (unabbreviated) facility name to: TextBehind, P.O. Box 189, Phoenix, MD 21131. Legal and privileged mail is exempt and goes directly to the institution at its own legal-mail address. Books and other publications must come from an approved vendor, shipped directly from the retailer, not from individuals. Full rules are in Mail & Packages.
