Overview
Green Bay Correctional Institution (GBCI) is a maximum-security state prison for men in the village of Allouez, in the Green Bay area of Brown County, northeastern Wisconsin. It is operated by the Wisconsin Department of Corrections through its Division of Adult Institutions. The prison sits on Riverside Drive along the Fox River. Wisconsin has no death penalty, abolished in 1853, so there is no death row or execution chamber at any state institution.
What Makes Green Bay Different
- It is one of Wisconsin’s older maximum-security prisons. GBCI holds men at the maximum-security custody level.
- It is slated for closure under a 2025 state plan. State officials have proposed closing Green Bay around 2029 as part of a broader corrections realignment. As of mid-2026, only planning funds had been approved, and the prison remains open and operating. The timeline and details may change; the WI DOC offender locator reflects each person’s current institution.

Incoming personal mail does not go to the prison. Wisconsin sends personal mail to an off-site vendor, TextBehind, which opens and photocopies it and forwards copies to the institution; people with tablets may also receive electronic photos. Address personal mail with the person’s full name, DOC number, and the full (unabbreviated) facility name to: TextBehind, P.O. Box 189, Phoenix, MD 21131. Legal and privileged mail is exempt and goes directly to the institution at its own legal-mail address. Books and other publications must come from an approved vendor, shipped directly from the retailer, not from individuals. Full rules are in Mail & Packages.
