Two accounts, two vendors

WA DOC contracts a single vendor, Securus, for technology services; Securus also owns the JPay brand used on the tablets. Money for an incarcerated person is held in two separate accounts, each funded through a different path:

  • The trust account pays for commissary and other personal purchases. It is funded through JPay Send Money.
  • The Securus account pays for phone calls, electronic messaging, and video visits. It is funded through Securus Debit.

A deposit to one does not move to the other, so confirm which account is being funded before sending money.

Depositing to the trust account (JPay Send Money)

JPay Send Money deposits go to the trust account. There are several ways to send:

  • Online at JPay.com or in the JPay app.
  • By phone through JPay’s automated line.
  • At a kiosk (JPay walk-in locations).
  • By mail, with a check or money order.

Every deposit must identify the incarcerated person by committed name and DOC number. Look up the DOC number on the incarcerated search before sending.

Funding calls, messaging, and video (Securus Debit)

Phone calls, e-messaging, VideoGrams, and video visits are paid from a Securus account, funded through Securus Debit. This account is separate from the JPay trust account. Details on how calls and video work are in Phone & Video Calls.

Fees

Online, phone, and kiosk deposits through JPay carry a service fee that increases with the amount sent — roughly $3.25 to $10.95 at the time of writing. Checks and money orders sent by mail are free. Securus Debit deposits also carry their own vendor fees. Fees change, so confirm current amounts with the vendor before paying.

Money is not handed over at a visit

Money cannot be given to an incarcerated person or to staff during a visit. The trust account and the Securus account are funded only through the vendors described above.
