Overview

Two Rivers Correctional Institution, in Umatilla on the Columbia River, is a medium- and minimum-security men’s prison, budgeted for about 1,768 people (1,641 medium and 127 minimum). Construction began in 1997 and it became fully operational in 2000, built to meet Oregon’s requirement that adults in custody be engaged in productive work. It runs a range of Oregon Corrections Enterprises operations — an industrial laundry, an upholstery shop, and wood and custom-furniture manufacturing — along with a dialysis unit, an infirmary, behavioral-health services, and education and cognitive programs. Outside work crews serve nearby schools, the city of Hermiston, and state agencies.

The prison is on Beach Access Road in Umatilla, off U.S. 730 near Interstate 84 on the Columbia River.

Personal mail goes to the facility, addressed with the person’s name as ODOC lists it and their SID number. Oregon is moving toward scanning personal mail to tablets, so confirm the current method before sending. Legal mail marked “LEGAL MAIL” goes to the facility and is opened in the person’s presence.
