Powder River Correctional Facility, in Baker City, is a small minimum-security men’s prison — fewer than 300 people, with a capacity of 286 — built around reentry and treatment for people nearing release. It opened in 1989. Its central program is the Alternative Incarceration Program (AIP), an intensive alcohol-and-drug treatment program run inside the facility by New Directions Northwest, set apart from general population and focused on the final months before release. The facility also offers cognitive programming, work crews, religious services, and vocational training.
