Overview

Eastern Oregon Correctional Institution, in Pendleton, is a medium-security men’s prison budgeted for about 1,659 people. It occupies the former Eastern Oregon State Hospital building — structures built in 1911–1913 that served as a state mental hospital before the Legislature authorized a prison conversion in 1983; EOCI received its first adults in custody in 1985. It is one of Oregon’s largest centers for Oregon Corrections Enterprises, where adults in custody run a garment factory, an embroidery shop, a contact center, and a laundry. The garment factory makes the well-known “Prison Blues” denim line — jeans, shirts, and jackets sold to the public. Beyond work, EOCI offers cognitive and substance-abuse programs, an infirmary with 24-hour nursing, mental-health housing, and an assistance-dog program.
