Overview
Garner Correctional Institution, in Newtown, is a Level 4 (high-security) prison that serves as Connecticut’s consolidation facility for men with significant mental-health needs. Men from across the system — both pretrial and sentenced — are assigned here based on their mental-health needs, and the facility provides individualized treatment plans with group and one-on-one therapy delivered by an integrated custody-and-mental-health team. It opened in 1992, on land that was once part of the former Fairfield Hills Hospital, and held about 565 men as of late 2025.
