Overview
Red Onion State Prison, near Pound in far southwest Virginia, is the state’s highest-security prison, holding men at Security Level S. It opened in 1998 for the long-term segregation of people with the most serious security histories. With Wallens Ridge, it runs VADOC’s Step-Down Program, which uses structured programming to move people out of restrictive housing toward a general-population setting; the department’s restrictive-housing reforms have been recognized nationally.
Conditions in restrictive housing at Red Onion have been the subject of state oversight — including review by Virginia’s Corrections Ombudsman, created in 2024 — and of litigation. Families with a concern can reach the Ombudsman through the channels in Medical & Mental Health.
What Makes Red Onion Different
- It is the highest-security prison in Virginia. Because it holds Security Level S men, visits are generally non-contact — contact visits are limited to attorneys.
- It is extremely remote. Far southwest Virginia, roughly seven hours from Richmond and reached only by car.
- Restrictive housing is its focus. It was built for long-term segregation and runs the Step-Down program; its conditions have drawn oversight and litigation.

Personal letters go to the facility at P.O. Box 970, Pound, VA 24279, with the person’s name and seven-digit DOC number — where they are photocopied and the copies delivered.
