Mail & Packages in Ohio (ODRC)
How Ohio routes incoming personal mail through the off-site ODRC Mail Processing Center in Youngstown — where letters and cards are opened, scanned, and delivered to the person's ViaPath tablet — and what still goes directly to the prison: legal mail, publications, and packages.
How to address personal mail
Incoming personal mail (letters and cards) does not go to the prison. It is routed to the off-site ODRC Mail Processing Center (OMPC) in Youngstown. There, mail is opened, scanned, and delivered to the incarcerated person electronically on their ViaPath tablet, typically within about 48 hours, excluding weekends and holidays.
Address personal mail with the person’s full name and ID number to:
ODRC Mail Processing Center 884 Coitsville-Hubbard Road Youngstown, OH 44505
What still goes directly to the facility
Some categories of mail are not sent to the OMPC and instead go directly to the prison where the person is held:
- Legal mail
- Publications — magazines, newspapers, and books
- Packages
Books and publications
Publications — magazines, newspapers, and books — must come from a publisher or an established retailer, and they go directly to the facility rather than to the OMPC.
Legal mail
Legal mail is opened only in the person’s presence. It goes directly to the facility, not to the off-site mail center.
