Its four facilities — James T. Vaughn Correctional Center near Smyrna, Howard R. Young Correctional Institution in Wilmington, Sussex Correctional Institution in Georgetown, and the Baylor Women’s Correctional Institution in New Castle — hold sentenced people and detainees alike, alongside Level IV community corrections centers for work release and treatment.
